If I wanted to build a job on the 11th day(any) of a quarterly period after weekends or holidays. What’s the best way to do that? For example, a frequency that would build on the following days this year.

WOW, that a good one. I do not see an easy way, so I look forward to see the real answer. I think I would have just made a calendar with those days selected.
You should be able to use an On Day Frequency for the 11th Day with After Date for your AOBN flag. Then using the Advanced settings exclude the 2nd and 3rd month of each quarter for that frequency.

Curious how one makes a note that an advanced frequency is used, because looking at a Master Job I could not find a hint that an advanced frequency is used.

This is where documentation tab should be utilized as well as create a tag for any jobs using advanced frequency settings so you can filter them.
